Sports Betting in OR: What’s Legal?

The Beaver State is an interesting challenge for lawmakers attempting to secure Oregon online sports betting. Oregon was “grandfathered” out of the Professional and Amateur Sports Protection Act of 1992, so there haven’t been federal restrictions for Oregon sports betting in some time.

However, Oregon sports betting has always had its difficulties. In previous agreements with the NCAA, Oregon had agreed to not allow sports betting so that it could host NCAA football games, a huge draw for the state. After the overturning of the PASPA decision, the NCAA folded -- Oregon is again free to allow sports betting.

The legal framework is mostly in place for Oregon online sports betting, but we’re waiting on the Lottery Commission to test and implement betting apps developed by SBTech, an experienced sportsbook supplier. The OLC expects this testing to be completed by mid-October, missing their previously announced release date by about a month.

However, this delay in testing may be a blessing in disguise. The spokesperson for the Oregon Lottery Commission has stated that their 40-plus team of testers and third-party vendors are doing the best they can to make an app that is good for both the people and the state.

It’s an interesting way to go about legal online sports betting in Oregon, but sports betting in this state has always been a complicated thing to navigate. It’s possible that the decision not to include collegiate-level sports on the Oregon Lottery’s online sportsbook is to protect the business relationship between the NCAA and the state itself.
